This dev environment sleeps when it is not being used, and your request has just woken it.
This page reloads by itself every 10 seconds. A static site is only an nginx pod, so it is usually back within a few seconds. If you are still seeing this after a couple of minutes, something is actually broken rather than merely asleep.
